Canada Removes PAL/TAL Requirement for Eligible Graduate Students in 2026

Canada has introduced a welcome change for international students planning to pursue graduate studies.

As of 2026, eligible applicants applying to Master's and PhD programs at public institutions are no longer required to obtain a Provincial or Territorial Attestation Letter (PAL/TAL) when submitting their study permit application.

While this change removes one administrative step, applicants must still satisfy all other study permit requirements. This includes demonstrating sufficient financial support, meeting admissibility requirements, and establishing that they are genuine students who intend to comply with the conditions of their stay in Canada.
